For members who still use the DVDs and paper manuals, the latest version can be obtained by contacting PVA staff. More on Manuals Work is ongoing on the PV A Basic Fire Fighting Manual. Initial review and updates were completed by Jeff Whitaker, PVA Past President, and submitted to the committee for con- sideration. John Chomniak, Canadian Passenger Vessel Association, now has the lead with a small working group to complete updates to the manual by the Fall of 2019. Committee members discussed the need to review other PVA Safety Manuals and Risk Tools. The following Passenger Vessel Association manuals will undergo an initial review by members as follows: • Personnel Safety – Earnesto Coleman, Hornblower Cruises and Events • Line Handling – Scott Szczepaniak, Charleston Harbor Tours • Introduction to Safety Equipment – Bob Bijur, Island Queen Cruises • PVA Risk Manual – Eric Brown, SMS, LLC Following an initial review, the manuals will be updated by a working group and/or reviewed editorially. If members have comments about any of the manuals under review, please contact the review leaders noted above Flagship SMS The NTSB investigation into the fire and subsequent loss of the small passenger vessel Island Lady on January 14, 2018 near Port Richey, FL, resulted in another call for safety management systems for domestic passenger vessels. While it can be argued that the owners of the vessel failed to implement training and pre- ventative maintenance policies and procedures that exist within current regulations, the casualty is another example that can and will likely be used when the Coast Guard initiates the SMS rulemaking as directed by Congress in 2010. To that end, Committee Chair Ben Bernstein, BB Riverboats, directed that the Flagship SMS guide and the tools developed to assist members in implementing the system be placed on the PVA website. Flagship SMS and the tools can be found in the Member Download area under Safety and Security Tools. As more tools are developed and shared by members, they will be added to the toolbox. In addition, work continues on a template for a Flagship SMS Manual. The PVA Safety and Security Committee is committed to continu- ing to provide PVA members with tools and information relevant to your operations.
