LEGISLATIVEREPORT By Ed Welch, PV A Legislative Director W hen it comes to operating a passenger vessel, California is already the strictest ju- risdiction in the United States when it comes to air emissions require- ments. Now the state has embarked on an effort to toughen its “harbor craft” rule even further. The California Air Resources Board (CARB) is devel- oping additional amendments to its current Commercial Harbor Craft emissions regulations. Among the options California is considering are (1) the feasibility of Tier 4 engine technology; (2) requiring advanced retrofit emission control devices for existing vessels; and (3) other opera- tional control strategies for reducing emissions. A revised rule might also address visible smoke that emanates from a passenger vessel. If implement- ed, these new amend- ments could affect both new vessels and existing vessels with Tier 2 and Tier 3 engines. CARB has set a goal of approving new amend- ments by the year 2020.   California is the only state in the California Considers Tougher Air Emissions Rule for New and Existing Passenger Vessels “If implemented, these new tougher amendments could affect both new vessels and existing vessels with Tier 2 and Tier 3 engines.
