They go there to tell new marine inspectors about the passenger vessel industry. The new marine inspectors come from a wide-variety of sources and backgrounds. Some have had sea expe- rience as officers and warrant officers. Some came to the Coast Guard from maritime academies. Some are officer candidate school graduates with service as enlisted Coast Guard men and women. The course is intended to prepare the new marine inspectors for their initial duty qualifications. The course focuses on small passenger vessels and barges. While these are basic “quals” they are the foundation of building the skills across all inspection expertise. One Coast Guard headquarters repre- sentative did tell the class that almost ninety percent of all inspected vessels fell in the category of Subchapter T and inspected barges.
