The domestic maritime sector produces only a fraction of that one percent, and the domestic passenger vessel sector only a frac-tion of that fraction.The Blueprint notes that the U.S. maritime fleetconsistsofinternationalshipping,do-mesticshipping(includingferries),andrec-reationalboating.TheEnvironmentalPro-tection Agency asserts that U.S. marine vessel carbon emissions are categorized as 50 percent from international shipping, 30 percent from domestic shipping, and 20 percent from recre-ational boats.To address emissions from vessels in interna-tional service, the U.S. must work with oth-ernationalgovernmentsandmultinational corporations. President Biden has said that he wants to work with all member govern-ments of the U.N.s International Maritime Organization (IMO) to set a new goal of zero emissionsfromthemaritimesectorbythe year 2050.The IMO has no jurisdiction over the do-mestic shipping segment.
