b'AMPHIBIOUS VESSELSAnother one of the vessel casualties that is likely to generate new regulation and policy is the Stretch Duck 7 incident on Table Rock Lake in Missouri with the loss of 19 lives. The U.S. Senate passed a bill that would require the Coast Guard to initiate new regulation and policy with regard to fl otation, construction,andoperationofamphibious vehicles. The bill died with the change of Congress from the 116th to the 117th on January 3, 2021. The future of the bill is unknown but the Coast Guard is moving forward with updating Navigation and Vessel Inspection Circular (NVIC) 01-01 that was developed after an earlier amphibious vehicle casualtyinArkansasthatclaimed13lives.PVA is following this development and hopes to have inputtotheprocesswiththehelpofourfew amphibious vehicle members and their operating and maintenance expertise. This would not fully meettheintentoftheproposedlegislationas passed by the Senate. Absent rulemaking, we will monitor policy developments through our Quality Partnership with the Coast Guard.
